Follow the below instruction:

1. Opent the console
2. Select the Application and Device Control
3. Double click the policy which blocks the USB devices (in order to edit the policy)
4. Goto Device Control
5. At the bottom of the screen, mark the checkbox "Notify users when devices are blocked"
6. Either you can define a custom message.
