Prevent users from disabling firewall in Endpoint Small Bus. Edition

In the Small Business version of Endpoint users have the ability to disable the firewall. As a consulting firm we have to meet many requirements before connecting to client networks. Users being able to disable the firewall is not acceptable.
Why would Symantec allow this in the Small Business Version and not allow this in any of their other previous or current products?

We were surprised to see that a user could turn off their firewall, without providing a mechanism to lock this from the users control.
While I understand the "Small Business Edition" is provided with a limited functionality set, there's a certain degree of minimum requirements for a security product.
This feature is definitely one of them.
