Due to Bandwidth restrictions (64kbps). The Customer wants that the GUP should receive updates from SEPM after Business hours and not during Business hours

Sorry... that's not really possible. GUP technology is really simple.

You can set the SEPM to only download defs after business hours and then your GUPs should get them shortly after that. This limits you to only one def update per day, but it should get you pretty close to what you're looking for.

You can also throttle the "content" folder in IIS.

It is clearly possible.  You don't want to do it. 

Which is exactly what I tell my upper management everytime the network group reports we are using to much bandwidth for AV during the 7:30 am until 5:30 pm window.

Just because it not a issue to you does not mean it not a big issue to other people.
