SEP Update Notifications via e-mail

Latest SEP Version is MR4 MP2 although Japanese Version is still MR4 MP0.
I need subscription system send notification e-mail to users when new MR or MP release.
the notification should include:
* release date (not only English version but Japanese version)
* release note (fixed bugs, new features)
* link to thread of SEPM forum
please consider

- Once we open this Link , we would find “Sign up for the Email Bulletin Service by selecting your product group below:” option on page
- Below that we need to click on “Security Products” or "Availability Products"
- After clicking on above option you will get page asking their information and list of products they want update mails about.
- You need to enter your Name and Email address.
- You can select the Product update for any product from the list.
For the Release notes : Its the same link but always gets updated whenever there is a new patch released.
