Sticky posts / Float to the Top

In STN, there was the ability to "float" topics to the top of the list, where they stayed.
I know in connect there is the concept of "featured posts", but I believe we need an extension to that.

For example if we want to announce that SP2 was released for Enterprise Vault, it could be made available for all users as a floating topic.

(And of course users could be able to mark their own floating topics for organizational purposes....)
