Successful user Authenti-check off the network fails to prompt passwd change

When SEE registered user is OFF the network and successfully answers the 3 authenti-check questions and gets to the windows desktop, they are never then prompted to change their windows password once the host again detects a network connection to the domain. The process DOES work as expected if the user is ON the network. This is misleading to the end-user since there is a SEE dialog raised during PBA stating the user will need to change his password the next time they are on the network.
