Truscan defintion files take a long time to update upon installation

I have my settings in my SEPM console for clients to pull every hour. Upon installation of SEP11 RU6 and even on RU5....we found that the truscan defintions after install are blank. The 1st error in the logs says that the whitelist failed to upload. After leaving it for a couple of hours they update. Why isn't it in the client installation package? Why does it always fail upon the 1st check in with the SEPM?

Post in forum. To pull the engine and content we need two LU's. In amber I am removing this method of pulling down the whitelist "definitions" which will improve the reliablity of this feature.
