Allow the ability to create a Legal Admin Role that ONLY has the ability to do the following:

1. Create a new case (but no other case admin rights such as Processing, Collection or Analysis & Review)
2. Create Legal Holds for cases
3. Create Legal Hold Notices

I opened case with support to find out if this was possible and since it is not currently available I wanted to submit a Feature Request.  We would like to de-centralize the Legal Hold Module to anothr department but do NOT want that role to have the ability to do anything except create the case.  Currently, if you select Allow Legal Hold Access with or without Legal Hold Management, the role can process, analyze and review data for the case which is entirely out of the scope of what we would like the role's ability to be.
