Bandwidth throtteling for SEP clients which downloads virus definitions from GUP

Symantec Team,
The current version of SEP 11 has limitation or no bandwidth throttling between GUPs and SEP Clients, we would strongly recommend to include bandwidth throtteling feature in SEP clients which downloads virus definitions from GUP. With this feature enhanced, we would be able to reduce the network traffic between GUP and SEP clients.
As we use multiple Symantec products we are able to accomplish such level of throttling in Altiris between Site/Package servers and clients reporting to them.

GUP have to be local to the clients, do not have GUP on WAN for the content distribution to the clients.

Our assumption is that the GUPs and the clients are in the same network, whereas the SEPM server and the GUP would be in a different network. Therefore we created bandwidth throttling between SEPM and the GUP.
What is the use case for bandwidth throttling between the client and the GUP?
What about bandwidth throttling when completing or deploying a package via autoupgrade or deployment push?
