So essentially you're looking at bookmarking external web pages within Connect. Not currently an available function so in that regard your Idea still stands.

Unsure of how feasible it would be personally, but as a workaround there's nothing to stop you creating a Blog on Connect with a list of your favorite Tech Notes, you don't necessarily even have to publish it, just "Save as Draft" & edit it as & when.

e.g. one published by Marianne which she has subsequently added to her signature so it is available to all users on every post she submits:

There are also "User Notes" within your profile which *could* serve a similar purpose, but unfortunately these are not "edittable" nor deletable once created.
