CABs should be templates - not fixed lists

Change approval can be a very complex process. Sometimes a one or more people who are not usually part of a CAB are needed to approve certain changes. While it would be possible to create a new CAB group each time this occurs this could rapidly generate a large number of CABs making it difficult to choose an appropriate CAB.
As an improvement, I propose CABs be treated as templates. When submitting a change for approval, the change manager should have the option to select a CAB template and then add or remove other users or groups as needed. Once set, these become the real CAB for that change ticket.
