An admin can import or paste a policy in the policy tab. But a limited admin with full access and manage policy enabled to all containers cannot paste or import a policy in the policy tab. He can however copy / paste edit shared policies from the clients tab. It would be helpful if the full access limited admin can paste / import policies in the policy tab too. Or you can atleast restrict this user from paste / edit shared policies in the clients tab so that we can categorise change the admin access level.

Ensure your Limited Admin has access

In order for a Limited Admin to import or paste policies they need full access to the Shared Library.  In SEPM 12.1 you can do this by unchecking the "Do not allow editing of shared policies" checkbox.  This can also be done in SEPM 11 but the name of the checkbox is different.

Per previous comment, an existing setting exists that should allow you to perform this action.
