Prevent "Limited Administrator" rights from assigning SEP Client Packages in SEPM Groups

When you grant "Limited Administrators" access in SEPM console, the person can actually assign a client package in a particular group. When a client packages has been assigned to the group, any clients which are reporting to the group would download a full client package. This could lead to various issues such as network impact when the computers tried to download SEP client packages.
Please enhance the product in "Limited Administrators" rights in SEPM console from preventing assigning SEP client packages. Only a Administrator should have such privileage in assigning SEP client packages.

Can you elaborate on that?
From what I have experienced in 12.1 the Limited administrator can only assign the install packages to a group if he has been granted the "Manage Installation Packages" access right - if this has not been granted even the "Install Packages" tab in the clients group view will be unavailable for him.
