Would like the ability to allow location change via the SEP task bar icon without requiring Admin rights. Currently this is allowed but the user needs to open the SEP UI, navigate to the "Change Settings" window, click on "Client Management" where the user can then change locations.

Can you give me more details here? What is the use case you are trying to solve?
"Change Locations" will only show up when you have 2 or more locations that meet the same criteria.
Ideally your locations are mutually exclusive, meaning that the client cannot get 'confused' and fall into the wrong location.
