Stop Package Download for disabled policy

Policy disable action in the Notification Server should terminate an existing download associated with a package relating to the disabled policy in SMA software delivery.

Currently, the only way to stop the download in a 7.1.2 MP1.1 v5RU environment after a Managed Software Delivery policy has been disabled is to configure a package block-out (Unit = download) via the SMA's configuration policy.

Having the policies disable action terminate the download instead, will prevent the need for a package block-out, thus still allowing needed downloads to carry on downoading instead of being interrupted.
