Improving Symantec Brightmail as it is currently not possible to consider an e-mail address as spam even if the sender is sending a huge number of e-mails.

You can't consider the email spam solely based on email address, but you can add the email address to the local bad sender domains.You can then set the action for that sender group to send to the spam quarantine.
There are other ways also . You can use a Content filtering Rule to block all emails if they contain information as defined in a certain dictionary ( Put Email Addrsses/Domains in that dictionary)
