Symantec Version upgrade without server reboot

Hello Development team,

For our enviroment we are looking for a solution,we will appreciate if you could help with any ideas.

We have around 3000 servers installed with windows 2003/windows2008 with different versions of symantec clients(like ver 8,9,10,11...)which we are targetting to upgrade all these to version 12 but issue is for version 12 upgrade we need to take permission from server owners to ask for reboot & which delayed the upgrading with latest version.

We are finding if symantec development team help in providing any *exe or something which could avoid rebooting process.

when upgrading from 11.x to 12.1, a reboot is needed at some point to complete the instal
