Tortoise SVN will not allow Symantec DLO to run at all

We have developers that use Tortoise SVN daily. We have found that the newer versions of Tortoise SVN will not allow Symantec DLO to run or start at all.
We've had a case open, have done all the troubleshooting etc. It boils down to this. Install SVN and DLO breaks. Uninstall SVN and DLO immediately works, even without a reboot!
There must be a port SVN is taking or a registry key.
We HAVE to have these developers machines backing up as soon as possible.

Can you share the version of SVN that is being used?
We are experiencing the same problem within our company. The DLO client will not start is the Tortise SVN client is installed. The version of SVN we are running is TortoiseSVN 1.7.7.22907 (64 bit). If the SVN client is uninstalled DLO will then launch correctly, but once the SVN client is installed again DLO will freeze on startup.
