Active Layer, Conventional Programs uninstalls go from minutes to hours

“Whenever we have an Active Layer on our systems, if we need to uninstall a program, the uninstall can take hours.  Im currently watching adobe reader uninstalling and its going on 25 minutes.  Office 2003 to 2010 upgrade will take 4-5 hours because the uninstall of 2003 takes 4 hours....”
