That is default behaviour and can be adjusted by making the correct selection under internet explorer tools. It is a simple registry key that changes from 1 to 0.

How ryanmc said, you can try capture by a global layer or to virtualize the software, after you add a global layer only a registration key and any other configurations.

No it's not. However, if enough people want IE7 for Win7--enough to justify the cost of developing it-- we would.  The best thing to do is inform your symantec sales rep who will forward the request through the proper channels.
