Best to use BMR for this purpose. It is designed for this and supports recovery to. different hardware.

This is not an NBU feature, NetBackup never backed up file protected by VSS/OS.  System Files and/or certain DLLs are apart of the OS system state which are protected by VSS.  So the only method to backup this data is to use a System ...
