Same problem here, fixed after changing service System Event Notification from Disabled to Manual, and starting it. After that, SMC service could start normally.

I think it was finally fixed. Just a few machines that insist on appearing on the Default group, but after reinstalling SEP on them, their accounts go to the right OU.
