What is the size of the BEDB grown upto ? Free up space... From Tools - Options - Database Maintenance, select delete aged data...clear out job history as well to a certain extent...run the DB maintenance on a regular schedule

Check & see if Hotfix 354913 is installed or not...if yes, un-install it via Add/Remove programs..reboot the server & try running an inventory job again....(it it still goes into a queued status, try pausing-unpausing the server)

Full backup is required for the incrementals to run....synthetic backups could have been an option, however I dont think it would apply to these backup files...

what is the error you receive when trying a push or manual install of RAWS ? And have you tried executing the setup.exe file instead of the cmd one from the RAWSx64 directory ?

Change value from 1 to 0 for Hkey_Local_Machine\Software\Symantec\Backup exec for windows\Backup Exec\Engine\Misc\Use Offhost Backup key Recycle all BE services & create a new backup with a new selection list & re-attempt the backup

Also, do uncheck "Collect additional information for synthetic backup" option from the backup /policy properties
