Previously we used to download the latest software from https://fileconnect.symantec.com  Now It has been changed to https://symantec.flexnetoperations.com.

Currently old URL is redirecting to the new one.

Restoring client-server communications with Communication Update Package Deployment

If SQL is on the remote location then you just need to point the SQL database using SQL native client. By restoring server certificates clients should come online.

If SQL is on the same machine follow the disaster recovery article.
