SearchScout is an advertising Internet Explorer Toolbar. It is supported by GAIN advertising and the Gator/Claria Corporation. It generates pop-up style advertisments.

Transmission
The SearchScout toolbar is manually installed. It is likely there is an ActiveX based installer as well.
