Issue

Old recovery points are not removed correctly if the network shared offsite destination is offline during backup job execution.

Environment

Reproduction steps:
0. Setup 3 Windows Server 2003 VMs
    FS : backup destination
    OC : offsite copy destination
    E01 : BESR installed server
1. Install BESR 9.0.0
2. Create Recovery Point Set backup job with a retention period of two recovery point sets:

"FS" - Primary network backup destination share
    "E01" - offsite destination 1 : USB external HDD attached on E01
"OC" - offsite destination 2 : network share on "OC"

3. Run backup job (base and 2 incremental)
    >> E01_C_Drive_001.v2i/_001.iv2i/_002.iv2i had created on "FS"
    >> E01_C_Drive_001.v2i/_001.iv2i/_002.iv2i had copied to "E01"
    >> E01_C_Drive_001.v2i/_001.iv2i/_002.iv2i had copied to "OC"
4. Run backup job again (base and 2 incremental)
    >> E01_C_Drive_002.v2i/_001.iv2i/_002.iv2i had created on "FS"
    >> E01_C_Drive_002.v2i/_001.iv2i/_002.iv2i had copied to "E01"
    >> E01_C_Drive_002.v2i/_001.iv2i/_002.iv2i had copied to "OC"
5. Run backup job again (base and 2 incremental)
    >> E01_C_Drive_003.v2i/_001.iv2i/_002.iv2i had created on "FS"
    >> E01_C_Drive_003.v2i/_001.iv2i/_002.iv2i had copied to "E01"
    >> E01_C_Drive_003.v2i/_001.iv2i/_002.iv2i had copied to "OC"
<< E01_C_Drive_001.v2i/_001.iv2i/_002.iv2i had removed from "FS"
    << E01_C_Drive_001.v2i/_001.iv2i/_002.iv2i had removed from "E01"
<< E01_C_Drive_001.v2i/_001.iv2i/_002.iv2i had removed from "OC"
6. Disconnect network from "OC" and USB external HDD from "E01"
7. Run backup job (base and 2 incremental)
    >> E01_C_Drive_004.v2i/_001.iv2i/_002.iv2i had created on "FS"
<< E01_C_Drive_002.v2i/_001.iv2i/_002.iv2i had removed from "FS"
8. Connect network to "OC" and USB external HDD to "E01"
!! Alert message popup on "E01"
       Symantec Backup Exec System Recovery
An external Offsite Copy destination drive was just
reconnected. Would you like Offsite Copy to synchronize
        your latest recovery points now?
    >> E01_C_Drive_004.v2i/_001.iv2i/_002.iv2i had copied to "E01"
    >> E01_C_Drive_004.v2i/_001.iv2i/_002.iv2i had copied to "OC"
    << E01_C_Drive_002.v2i/_001.iv2i/_002.iv2i had removed from "E01"
9. Run backup job (base and 2 incremental)
    >> E01_C_Drive_005.v2i/_001.iv2i/_002.iv2i had created on "FS"
    >> E01_C_Drive_005.v2i/_001.iv2i/_002.iv2i had copied to "E01"
    >> E01_C_Drive_005.v2i/_001.iv2i/_002.iv2i had copied to "OC"
<< E01_C_Drive_003_001.iv2i/_002.iv2i had removed from "FS"
    << E01_C_Drive_003.v2i/_001.iv2i/_002.iv2i had removed from "E01"
<< E01_C_Drive_003.v2i/_001.iv2i/_002.iv2i had removed from "OC"

"FS" has
E01_C_Drive_003.v2i
E01_C_Drive_004.v2i/_001.iv2i/_002.iv2i << should be removed
E01_C_Drive_005.v2i/_001.iv2i/_002.iv2i
"OC" has
E01_C_Drive_002.v2i/_001.iv2i/_002.iv2i << should be removed
E01_C_Drive_004.v2i/_001.iv2i/_002.iv2i
E01_C_Drive_005.v2i/_001.iv2i/_002.iv2i
"E01" has
E01_C_Drive_004.v2i/_001.iv2i/_002.iv2i
E01_C_Drive_005.v2i/_001.iv2i/_002.iv2i

Cause

After the retention period has been reached, BESR/SSR will begin to remove earlier recovery points that are available immediately after the preceding backup job completes. What recovery points to remove is based upon those recorded within the client's history file (i.e. *.PQH). Once a recovery point set has been removed from the history file (in part by a successful removal of Recovery point sets from the primary storage destination), the command to remove that specific recovery point set will not be re-issued again. When one or more Offsite drives that were disconnected and so not available at the time of retention, when reconnected, even after a possible synch may retain, in whole or in part, earlier recovery point set files. These files will remain on the Offsite drive until maniacally removed.

Solution

Workaround:
Remove the old recovery points manually.
