Upgrade to NetBackup 7.0.1 on a cluster passive node fails with "TAR extraction error: 17"

When running an upgrade to 7.0.1 on a cluster, the active node will upgrade fine, however, the passive node will fail with a TAR extraction error.
Tar returned 17.

This issue is caused by the fact that in a cluster environment, usually the log directories will be linked to the cluster shared resource. This resource can only be mounted read-write by the active node at a given time. Since we're upgrading on the passive node, those symlinks will not be valid until the system fails over. So essentially, NetBackup is trying to write the log directories to a location that will not exist until the system is failed over.
To work around this issue, complete the following steps:
1. Back out of the failed install.
2. Create the /usr/openv/logs and /usr/openv/netbackup/logs directories on the local disk.
3. Re-run the upgrade.
4. Once the upgrade completes successfully, go ahead and re-do your symlinks.
