Offline PIN error message is vague for Symantec App Center provisioned devices

When a user tries to create an offline PIN for a Symantec App Center-provisioned device that uses HI-ASCII or DBC characters, the users gets a vague error message that does not explain why the PIN is not accepted.
Error changing PIN
The offline PIN only supports latin letters, digits, and punctuation.
