Custodian Notice with a dollar sign ($) in the email body fails with a Sending hold notice failed error.

Custodian Notice was created with a dollar sign ($) in the email body of the Notice. After the Notice was sent the Notice page is reporting a Sending hold notice failed error to all Custodians.
Note: Sending hold notice failed is indicated by an exclamation inside a triangle.

This has been reported in ESA-30238 CB: LH throwing IndexOutOfBoundsException on mailmerge in server.log due to special character ($) in email body https://jira-new.cw-test.com:8092/browse/ESA-30238 in that a dollar sign ($) will prevent Legal Hold Notices from being sent.
Note: The dollar sign ($) can only be removed from a Notice that has NOT been sent.
- If a Notice has already been sent, a new Notice will need to be created without the dollar sign ($) in the email body.
- If a Notice has NOT been sent, the Notice can be edited by clicking the Edit button on the Notice page.
