Unable to successfully use Packager logged in to different users

Symantec Packager is installed under one user account on a client. When a different user logs in, Symantec Packager is not listed in the Start Menu, does not have a desktop shortcut, and is not listed in Add/Remove Programs. Packager can be launched from the Program Files directory, but it does not have the PMI package info previously imported. Additionally, any attempts to import PMI information or configure Packager to use different storage locations results in errors.
PMI import errors with 1603 in the install log. Packager may show a application crash when attempting to change preferences
Unsupported platform. Packager is not multi-user aware.
There are two(2) workarounds that may work:
- Launch Packager by right-clicking and selecting "Run as a different user", provide the users credentials of the user who installed Packager, then Packager runs under that user's context and works fine.
- Packager is not multi-user aware. Install Packager under both user accounts on the same system (to different program file directories or the same program files(x86) directory, both work) and Packager appeared to continue to work fine.
Each user will have their own Packager files and directory structure under their users Documents directory.
