Modification:
In the initial NetBackup Operations Manager (NOM) release, 6.0, it was required that any master servers managed by the NOM server needed to be at the same maintenance pack (MP) revision as the NOM server.  For example, if the master servers were running NetBackup 6.0 MP4, then the NOM server had to be at 6.0 MP4 as well.  

 
Note: There was no NOM 6.0 MP3 maintenance pack release, so NetBackup 6.0 MP3 masters would continue to be managed by servers running NOM 6.0 MP2, provided the NetBackup client on those NOM servers was patched with the 6.0 MP3 (NB_CLT_60_3_M) maintenance pack.
 

 
Similarly, there was no NOM 6.5.5 release update, so NetBackup 6.5.5 masters would continue to be managed by servers running NOM 6.5.4, provided the NetBackup client on those NOM servers was patched with the 6.5.5 (NB_CLT_6.5.5) release update.
 

 
Backward compatibility began in the NOM 6.0 MP6 release.  All maintenance pack releases are compatible from 6.0 MP5.  For example, a 6.0 MP6 NOM server could manage any master server running NetBackup 6.0 MP5 or 6.0 MP6.

NOM 6.5 release updates also have backward compatibility with NetBackup 6.0 MP5 and above.  See the table below.

As a general rule, it is considered the best practice to maintain the same revision across the entire environment at all times.
