"Error Deploying to Altiris as ServiceWorkflowItem" When Publishing Project from Workflow

The error "Error deploying to Altiris as ServiceWorkflowItem" occurs when trying to publish a project that has been changed in the Workflow Designer. This can occur even if the project has been deployed successfully in the past and/or the project has been ran successfully in the Debugger.

Here is an example of an item seen in the logicbase.toolcore.exe.log file:

[unknown] System.Web.Services.Protocols.SoapException: System.Web.Services.Protocols.SoapException: Server was unable to process request. ---> Altiris.NS.Exceptions.AeXItemImportException: Item Import exception : 8ef4bfa4-a783-4ad1-8480-94730e7943d7 = Symantec.Workflow.WorkflowItems.ServiceWorkflowItem(761ae5a5-d7dc-4c0d-b372-d2fe9edafa0a) ---> Altiris.NS.Exceptions.AeXException: Unable to update the specified item in the Altiris NS database ---> System.NullReferenceException: Object reference not set to an instance of an object.

To check the logs for Workflow or ServiceDesk, go to this folder:

C:\Program Files (x86)\Altiris\Workflow Designer\Logs 

The reason for this error is that the user has specified "Yes" to the dialog asking whether to publish to the Notification Server as a Workflow Task.  

It is advised to not choose this option when deploying a Workflow project. This option is to publish the project in IIS on the Notification Server. It is assumed that Workflow projects will be deployed to server dedicated to Workflow or ServiceDesk will be used, and that the Process Manager will not be present on the Notification Server. Choosing "No" on this dialog will allow publishing just to the Workflow or ServiceDesk server.
