Access utility not showing option for Have certificate on a smart card

I am attempting to retrieve data from an external hard drive.  The data on the drive was encrypted using Symantec Endpoint Encryption Removable Storage version 8.2.1.  The user has the same smart card that he used when he put the data on the drive originally.  He did not set a password.  We are trying to decrypt the files on another machine that is not running Symantec at all. This machine is Windows 10.  When we try to use the SEE Removable Storage Access Utility on the external drive, it opens and gives us the list of files on the drive. When the user right clicks one of the files to "Decrypt to location" and then chooses the location, the prompt and asks for the password that was used, but does not give the "Have certificate on a smart card" option.

    What is causing this?

    Thank you.
