Deployment Solution

I'm looking for a software delivery solution to deploy notebooks and desktops offline for such business functions that do not require users to be connected to the LAN frequently.
The approach is to pre-cache all bits (applications) when users are connected to the network and when user are offline to trigger the installation process at the end of the process.

Is there any product or feature within Altiris to support this requirement?

I don't know of any part of Altiris that will do something like this.

I think NS pretty much does it this way.  It will download the package, if you lose your connection, it will continue where it left off and then execute the install.  I don't use NS all that much, so i can't speak authoritatively on that though.
