     run cleanwipe then try installing

    Settings Manager is apparently broken... If you have already run cleanwipe , try deleting the registry :
    HKLM\System\CurretControlSet\Services\ccSetMgr and retry installation. If that doesn't help, am afraid you'll have to do a manual uninstallatin.

    Note : sometimes installation fails due to the presence of a threat; To ensure thats not our case, i'd suggest you to run NSS.

    Copy the file C:\WINDOWS\system32\ODBCBCP.DLL from a computer with a working SEP to the same location on the faulty one.

    Register the file C:\WINDOWS\system32\ODBCBCP.DLL.

    Restart the computer.

    Then install SEP

    Try by installing with another copy of installation package..
