Attachments removed going to one domain | Gateway says its winmail.dat but user sees nothing

We are trying to send an e-mail with attachments to a user but when they get the e-mail it does not contain any attachments. We can send the same e-mail to any other outside domain, personal e-mail, internal contacts, etc and the attachments remain.

If I check message audit logs it says delivered normally, but it says: Full attachment list: winmail.dat

We are sending in HTML and not rich text. The end user does not see any attachment, or even the winmail.dat. (Tried PDF, XLS, TXT, none make it)

I got in contact with the end users IT dept, because I found out that in the e-mail on their end they were seeing Watchguard firebox protection has detected a message that may not be safe. They said they whitelisted us and set it up to where they could accept the attachments but it is still happening.

I am still convinced that it on their end but I wanted to see if anyone has ran into anything similar.

The e-mails are going out. The users sending it on our end is sending in HTML. We have tried Plain text also but I am sure they are not sending in Rich Text, double checked outlook client.

Our e-mails going out go through our symantec gateway and then it hits the other users Watchguard firebox and then delivered.

If i take the same e-mail and have multiple people on it (my external e-mail, internal, other external e-mails + the one client having issues receiving the attachments) they all come through with attachments except the one client. If I checked the message audit logs the attachment says winmail.dat but all others received the attachments except one.
