By default this is what happens:
1- The agent gets installed and sends Basic Inventory to Notification Server.
2- The Notification Server receives the Basic Inventory from the machine and "understands" that this new agent is missing the plug-ins. So the Notification Server adds this machine to the respective filters related to the missing plug-ins.
3- Notification Server, from time to time, updates Resource Membership (you can enforce this if you want). After this update, this machine will make part of the filters of the missing plug-ins.
4- Being part of the filters, if your Rollout Plugins policies are enabled, the machine will receive them and execute it just as scheduled.
Are you trying to change this default behavior or is it something not working properly?
