When I go to change settings in teh client I can click on "configure settings" for every category except network threat protection which says it's been disabled by the administrator.  I don't recall disabling it and I can't imagine why I would have disabled just that one.  Does anyone know how to re-enable it?  I'd like to test some features in our environment, but I'd like the user to be able to turn them off if there are issues.  Thanks.

Look in the SEPM for the little lock.

I know there are locks on a lot of the individual options, but I can't find any locks for entire features.  Do you know which part of the manager has the lock?  Thanks.

it need to be enabled on the manager
in the manager you have client control and manager control
you need to give full control to client so that this option appears ( or true scan option under mixed control)
    follow these steps.

    open sepm
    click on clients
on the right hand side click on policies
click on the + sign on location specific setting
    click on server control
    change it to client control
    click on apply
    click
    okay you should be fine.
