I was puzzled on the following:

What's the difference between enabling and clearing the Boolean Option? All I thought was toggle between on/off general prevention..

That's exactly what it is, your interpretation is correct.  All the word "Boolean" means, is to describe something that has only 2 states (in the case of "Disable Prevention", those states are on or off).

The article just points out where some of these Boolean (on or off) options exist within the policy, and the effect of toggling them.
