Client not recieving updates in a VDTM tier topology.

    I am using Symantec Antivirus Corporate Edition 10.0
     
    My structure is as follows.
     
    Group1 has a Primary Server that recieves the XDB thru manual copy from media.
    Group2 has a Primary server and a secondary server.  VDTM is configured so that the primary server recieves updates from Group1 Primary.
    Group3 has a Primary Server that manages clients.  VDTM is configured so that the primary Server recieves updates from the secondary server within Group2.  Client updates from parent and liveupdate is set to disabled.
     
    All the servers get the virus update.
     
    I get Download of virus Definition file from Live Update Server Failed.  00000001 within the event log of the client.
     
    I followed documentation on testing the network connectivity and troubleshooting communication.
     
    The one thing I noticed but not sure if matters is that the Primary server of Group 2 gets the XDB file from the Primary of Group1.  But the secondary of Group 2 only gets the VDB file.  This of course leads to the Primary of Group3 only getting the VDB file. 
     
    Thoughts and suggestions.
