I found the 'NS.Daily' scheduled task is the time this will be updated. Which makes sense as the 'Compliance Summary' report is generally used within a Hierarchy, and that data will only be refreshed daily.
A non-Hierarchy environment will still show data in this report, for it pulls from the 'Inv_Compliance_Summary' table, and is mainly used for the Administrator to view what each Child SMP's managed client's Complaince counts are for Applicable, Installed and Vulnerable.
Keep in mind that none of the drill downs in this report pull from the Parent SMP's Symantec_CMDB Database. The drill-downs to view the detailed compliance data for each Client, to see specific Applicable, Installed and Vulnerable updates, are called from the Child SMP's Symantec_CMDB database.
You may utilize this Compliance Summary report to view the quick overall compliance counts in any environment, but to view detailed compliance; your best bet would be to start with the Windows Compliance by Bulletin, Computer or Update report and go from there as detailed in KM: HOWTO21677.
