    Issues sending emails to .gov.scot addresses from the Council and this is now an urgent matter.  Mail seems to be being classified as spam and this should not be the case.

    Can you provide the bounce message or other log showing the connection refused please?  And from whatever server is getting this error, could you please also try telnetting to cluster5.eu.messagelabs.com port 25 (not cluster5a).

    Issue resolved by Vodafone I believe, well we can now email and receive to gov.scot.
