    My ip is 210.120.40.54, but Connection timeout to cluster8.eu.messagelabs.com

              So I accessed the http://ipremoval.sms .symantec.com/lookup/ 
            and tried to search the reputation but it appears that there is no problem.

              (The IP address you submitted, 210.120.40.54, 
            does not have a negative reputation and therefore cannot be submitted for investigation.)
        
              The following statement is the server-to-server smtp log.

            reason: Unable to connect to server

    Can you try running a traceroute / tracert from your mail server to 85.158.139.19 please?  Are you able to ping it?

    Hi Ji ha Kim,

    I have investigated this issue and found that the confidence of that IP was low and we were blocking connections as a result.

    I have now reset the confidence to high across our entire network and we will no longer block email connections from that IP and this has resolved your issue.

    Please can you set this thread as resolved to prevent others from adding to it.
