HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer and look for the value Main.
    It might be a BHO.So delete all the BHO's you have from HKEY_LOCAL_MACHINE \ SOFTWARE \ Microsoft \ Windows \ CurrentVersion \ Explorer \ Browser Helper Objects\
or If you are using IE7 then go to tools->Internet options->Advanced-Reset.

i am not sure about blocking site from symantec, but one can try the firewall rules and check if any particular host or domain can be blocked from there..

    Hi Jigensh,

Unistall the liveupdate from the system.

Delete the entry go through the following steps. Take backup before changing registry key
    1.Open regedit
    2. Navigate this key
    HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Main
    3.Delete the URL link.
4.Now you open the internet explorer, here it will not redirect.

    Install Live update
Once you have reinstalled go to start-->  Run and type luall.exe.

Check whether liveupdate is connecting to  liveupdate.symantecliveupdate.com After download is complete check the IE settings.
