See if the issue resolved by the solution given here:

Else try following:
1. NS Access rights: You will have to add new user to NS Console with following method (Required to login with existing Administrator user to process this):
1. Go to NS Console -> Settings -> Notification Server -> MicroSoft Active Directory Import -> Import the Domain users
2. Go to NS console -> Settings -> Security -> Roles
3. NS has pre defined security groups with specified “modifiable” privileges like Symantec Administrator, Symantec Guest etc also NS has granular security control using “Security Role Manager” for all given groups (like report view etc)
4. Modify and select the group which satisfy need of your security and select “Membership” tab
5. Click + to add the user
6. Select the NS hostname/domain and click “find” of which you want to add the user from
7. Select the user and do ok
8. Access the NS console using the credential of created user (user1, user2)
9. User would be able to use only given privileges
2. MSSQL Server access: This should be allowed to a user other then Administrator who has sysadmin rights and are suppose to access NS Console also. Test the login and database creation with the new user.
Let us know if this works. Thanks.
