What i actually want to know is, is there any differences in features if I opt to install DCS:SA using the evaluation installation instead of using the Production installation ? Obviously I know that the production connects to an SQL server +instance and teh evaluation connects with SQL express locally. We are currently experiencing network latency between the SQL server and intended management server. we are only going to install the agent on 25 servers.
What will I lose out besides high availability?

from the features point of view there is no difference between evaluation and production installaton. What production option gives you is the posibility to install server and tomcat components separatelly which is used, for example, in case you need load balancing and failover. Evalution does not give you this level of deployment flexibility but from features point they are both the same.
I'm pretty sure there's also a limit to the number of agents serviced through the evaluation console. Ten springs to mind, but I could be wrong.
Evaluation installs SQL Express which is limited to 10GB in size on top of the Manager
The only limitation that I know if is the size of the database, which is limited in the SQL Express edition. No limit in agents.
Don't ever use the eval edition in Prod, or you set yourself up with a potential DOS, either by you or an adversary.
Evaluation edition can be installed with SQL Express edition on the local system or by using existing MS SQL Instance so there is no limit to the DB size in latter.
