    Outrageous,

    From my experience in building a data classification program, it is easier to build the program around a system that reminds the users on a daily basis.  Check out this.

    There are many ways to implement (user driven) data classification, I would recommend reading the following documents and if you would like to know more then happy to arrange a brief online demo showing how we can set up different classification policies for different departments or even roles....there is a lot of flexibility in what you can do using a tool, and the 'softer' organisational results are also quite powerful (e.g. increased user awareness of security practices)

    I should have asked, I presume you are looking to integrate data classification with elements of your Symantec suite (e.g. DLP, EV)?
