When i deleted response polices, response policies were not deleted because response policies were allocated.
But response policies were not allocated.
How can I solve this problem?

The message clearly indicates response rule is being used with some of the policy. Can you please re-validate if said response rule is being used with any of the Policy?

You should double check if this response rule is not currently used in any of your existing DLP policies (active or not).
For this, simplest way is to edit all your policies all look in response tab. other way to do this is by using a sql reauest in DLP database to get list
