Sounds to me like you installed Package Services on the Notification Server. If so, remove it. It's not needed or recommended. Some feel you should have it, but you shouldn't, esepcially in this release due to issues just like this one. Assuming that is the problem, the "reason" is because it tries to replicate the file over itself, which is awkward. We never really "proved" this was the case, but that's where the evidence pointed, and so far, everyone who has removed package services from the SMP itself has seen the problem go away. If that doesn't do it, let us know.
