Please assist how to create SBG policy for blocking of inbound/outbound emails containing attachment or imbeded phornographic pictures. if I will filter jpeg files, some legitimate pictures may be blocked as well.

Hi,
if I understand correctly you want to create a compliance rule on SBG based on the type of content an attached image has? If that's the case, that's not possible on SBG (and don't know any product that would do that).
If what you are receiving is unsolicited email then I'd have a look at these articles:
